Thailand Rolls Out Major Film and Digital Content Incentives to Boost Creative Industry

The Ministry of Culture has launched two major initiatives to support films and digital content—the country's first full-scale government incentives for the creative industry. Culture Minister Sabeeda Thaised announced that the measures offer a 20% cash rebate to attract foreign companies to produce digital content in Thailand, plus incentives of up to 30% for Thai film productions.

The first measure targets foreign companies that hire Thai professionals for animation, visual effects, and post-production work, offering a 20% rebate on contract wages for projects valued at US$161,000 (THB5 million) or more. This initiative is expected to expand job opportunities—particularly for students and recent graduates—promote skills development through collaboration with international specialists, and position Thailand as a regional hub for digital content production, generating over US$80 million (THB2.5 billion) in economic value by 2027.

The second measure supports Thai producers with a 15–30% cash rebate on production costs. Projects with budgets exceeding US$484,000 (THB15 million) qualify for a base rate of 15%, which can increase to 30% for content showcasing Thai cultural themes such as festivals, traditions, cuisine, and cultural products. The scheme aims to raise production quality, create sustained employment, and stimulate related sectors, including tourism and services, with expected economic circulation of at least US$148 million (THB4.6 billion) annually.

Minister Sabeeda said the cabinet-approved measures are designed to strengthen the creative economy by boosting income, employment, and the export of Thai cultural capital. By supporting films, series, music videos, and digital content, the policy seeks to enhance the long-term competitiveness of Thai creators and entrepreneurs in the international market.
