Deputy Prime Minister and Minister of Foreign Affairs Sihasak Phuangketkeow, serving as Agent, is leading the Thai delegation at the first meeting of the Conciliation Commission under the United Nations Convention on the Law of the Sea (UNCLOS) between Thailand and Cambodia.

The meetings run from 14–16 September 2026 in Singapore, with opening statements from both parties broadcast live on 15 September to ensure public transparency on each side's position.

Thailand's delegation aims to demonstrate the need to terminate MOU 44, which has seen no meaningful progress in over 20 years, and to open new avenues for bilateral negotiation. This process is intended to bring clarity to discussions on maritime boundaries, with Thailand maintaining that maritime delimitation must be resolved first — before any talk of resource-sharing, as proposed by Cambodia, can proceed.

Over the Commission's projected 12-month term, it will produce reports, recommendations, and transparent guidelines to help Thailand safeguard its national interests and inform future joint negotiations.

Thailand remains confident in its legal standing under international law, while emphasizing that a lasting resolution will require open dialogue, mutual trust, and both voluntary and compulsory conciliation processes.
