Thailand to Attend Special ASEAN Foreign Ministers’ Meeting in Kuala Lumpur to Discuss Thailand-Cambodia Situation

Minister of Foreign Affairs Sihasak Phuangketkeow is scheduled to attend the Special ASEAN Foreign Ministers’ Meeting in Kuala Lumpur, Malaysia, on 22 December 2025 to discuss the Thailand-Cambodia situation. Representatives from the military will also be part of the Thai delegation.

The meeting is convened under the ASEAN framework and will be held in Kuala Lumpur, as Malaysia will remain ASEAN Chair for another two weeks before the Philippines assumes the chairmanship on 1 January 2026.

Foreign Minister Sihasak stated that Thailand stands ready to participate in this meeting and that it has not closed its door to dialogue within the ASEAN framework. Thailand also views that ASEAN can play a constructive role in this issue based on facts.

This meeting will be an opportunity for Thailand to provide ASEAN Member States with the factual account of what actually happened, and Thailand’s respective position. This includes its stance on three key essential factors: (1) Cambodia must publicly announce a ceasefire first, as they were the ones who initiated the aggression; (2) the ceasefire must materialize and endure; and (3) Cambodia must sincerely cooperate with Thailand in joint demining efforts. None of these conditions has yet been fulfilled.

Thailand will also reaffirm its commitment to resolving the matter in a sustainable manner, which requires sincerity and genuine commitment from Cambodia. Any discussions that could lead to a ceasefire depend on both sides and must be based on the assessment of the situation on the ground by the military. The Ministry of Foreign Affairs is working in close coordination with the Royal Thai Armed Forces on this matter.

The fundamental principles guiding Thailand’s participation in the meeting remain unchanged. That is to safeguard Thailand’s national interests, protect its sovereignty and territorial integrity, and ensure the safety and security of the Thai people.

Thailand desires peace, but such peace must be accompanied by the safety of the people, and it must be sustainable.

Mrs. Maratee Nalita Andamo, Deputy Spokesperson of the Ministry of Foreign Affairs, reaffirmed Thailand’s response to appeals from third countries for peace, as follows:

1. Thailand desires genuine and sustainable peace;

2. Cambodia must demonstrate good faith by fulfilling three conditions:

    (1) Cambodia must publicly announce a ceasefire first; 

    (2) the ceasefire must materialize and endure; and 

    (3) Cambodia must sincerely cooperate with Thailand in joint demining efforts;

3. Any ceasefire must be firmly guided by the military’s assessment of the situation on the ground.
