Regarding Allegations of the Presence of Thai Troops in the Chong Chom Border Area

The Joint Information Center (JIC) on the Thailand-Cambodia Situation wishes to clarify the facts regarding the latest allegations concerning the presence of Thai troops in the Chong Chom area, Surin Province, on the

Thai-Cambodian border, as follows:

1. Strict Adherence to the Joint Statement

Thailand reaffirms its full commitment to the Joint Statement agreed upon at the Special Session of the General Border Committee (GBC) on 27 December 2025, in particular, Clause 2: Both sides will maintain their current positions (Troop Deployment Line) and refrain from any actions that further alter the situation in the area. Thai forces have strictly adhered to this provision. There has been no encroachment, troop expansion or change of position from the agreed-upon line.

2. Thai measures are undertaken to maintain security and safety, not law enforcement

The presence of Thai forces is not unilateral law enforcement abroad. It is a necessary security and safety measure that arose from the discovery of the cross-border threat from Cambodian forces using the area as a military base to launch attacks against Thailand.

3. The area came under Thai control in order to prevent further threats, as the area was being used as a military base by Cambodian forces from which to launch attacks against Thailand. Therefore, Thailand's actions were undertaken to protect sovereignty and were Defensive, Limited, and Preventive. They do not represent an exercise of sovereignty over another country’s territory.

4. Adherence to bilateral mechanisms

Thailand remains committed to resolving issues through:

• Bilateral mechanisms such as the Regional Border Committee (RBC), the General Border Committee (GBC), and the Joint Boundary Commission (JBC)

• Continuous communication between both sides

All of Thailand's actions have been advanced with the aim of de-escalation of tensions.

5. Commitment to facts over misinformation

The situation should not be interpreted through distorted narratives. Evidence on the ground indicates that, in addition to being used as a military base for launching attacks against Thailand, the site also functioned as a large-scale scam compound. Thailand has therefore allowed media access to the area to inform the international community, demonstrating full transparency.

Evidence discovered at the site, which may support further study, analysis and counter-scam operations, includes:

• A large number of foreign SIM cards

• Multilingual scam scripts

• Infrastructure consistent with industrial-scale scam operations

These findings clearly indicate that the area had been used as a hub for transnational cybercrime, affecting people in multiple countries and requiring continued joint efforts to address.

6. Shared Responsibility

Addressing transnational crime requires cooperation, not confrontation. Both sides have already agreed

(Joint Statement Points 8 and 10) to:

• Prevent the spread of fake news and misinformation

• Cooperate in combating transnational crime

Provocative or misleading communication will only undermine such cooperation.

Conclusion

Thailand’s actions are grounded in three key principles:

• Respect for mutual agreements

• Protection of its people

• Preservation of regional stability

The way forward should focus on cooperation and shared solutions, rather than fueling conflict through competing narratives.
