Cabinet Approves National Budget for 2025 Fiscal Year

The Cabinet on 16 January 2024 approved the national budget plan for the 2025 fiscal year, which is set at 3.6 trillion baht, an increase from 3.48 trillion baht set in the 2024 fiscal year.

Out of the 2025 national budget, 2.7 trillion baht, accounting for 75.3 percent of the national budget, is set aside for regular expenditures. About 742.3 billion baht, accounting for 20.6 percent of the total budget, is set aside for investment, and 144 billion baht, representing 4 percent of the budget, is for debt repayment.

The 2025 national budget carries a deficit of 713 billion baht, an increase of 20 billion baht, or 2.89 percent, over that of the 2024 fiscal year. The Government expects to earn 2.887 trillion baht in national income, representing an increase of 3.59 percent from the 2024 fiscal year.

The Thai economy in 2025 is predicted to expand by 3.1 to 4.1 percent, thanks to global economic recovery. It is also likely to be supported by an increase in Thai exports, continued private consumption and investment, and the improvement of the tourism sector to the normal level.

However, the Thai economy still faces constraints in terms of elevated levels of household and corporate debts. Climate change and global political conflicts also increase risks to the economy. Inflation is expected to stand at between 1.3 and 2.3 percent. The current account is projected to record a surplus of 1.6 percent of GDP.

The Government expects that the Cabinet will approve the draft bill on the 2025 national budget on 28 May 2024, before submitting it to the House of Representatives for consideration.

The draft bill is expected to be presented to the House of Representatives in the first reading on 5-6 June 2024, and in the second and third readings on 28-29 August 2024. The Senate is expected to consider the draft bill on 9-10 September 2024.

On 17 September 2024, the Secretariat of the Cabinet is scheduled to submit the draft bill to His Majesty the King for further announcement as law.
