The Cabinet, during its meeting on 13 May 2025, approved the implementation framework for the Outstanding Development Opportunity Scholarship, or ODOS, project, following a proposal by the ODOS Committee.
The project is in line with the Government’s policy to reduce disparities in access to educational opportunities and to lay down foundations for human resource development in order to enhance Thailand’s competitiveness, thus contributing to national development in the future.
Under this project, the Government provides scholarships for students at upper-secondary level, the lower-level certificate of vocational education, the higher-level certificate of vocational education, and bachelor's degree level, so that they will be able to continue their studies both in Thailand and abroad, in the fields of which the country is in need, especially in science, technology, engineering, and mathematics (STEM).
The project, which requires a budget of 4,599.45 million baht, will be carried out from the 2025 to 2033 fiscal years. Financial support for the project will also be secured from various sources, such as the charity lottery project.
The ODOS project comprises 7,200 scholarships (4,800 persons) and is divided into three types, as follows:
The first type, with 4,800 scholarships and a budget of 990.14 million baht, is for students at upper-secondary level and at the lower-level certificate of vocational education to study in Thailand.
The second type (continued from the first type), with 200 scholarships and a budget of 2,609.31 million baht, is for students at the higher-level certificate of vocational education and bachelor's degree level to study abroad.
The third type (continued from the first type), with 2,200 scholarships and a budget of 1,000 million baht, is for students at bachelor's degree level to study in Thailand.
In some aspects, the implementation of the ODOS project is similar to the “One District, One Scholarship” program, carried out by the Ministry of Education since 2004 to enable students from poor families to continue their studies at university level, either in Thailand and abroad.
