Thailand’s Rankings in the U.S. 2024 TDA Report and 2025 TIP Report

Thailand, through the Ministry of Foreign Affairs, welcomes the assessment in the U.S. Department of Labor’s 2024 Findings on the Worst Forms of Child Labor (TDA Report), released on 29 September 2025, which ranks Thailand at the “Significant Advancement” level for the first time since 2018, after being ranked at the “Moderate Advancement” level for six years between 2018 and 2023.

The report highlighted key progress made by the Royal Thai Government in 2024, including (1) issuing the Ministry of Labor’s Ministerial Regulation on the protection of domestic workers, (2) accelerating the process to grant permanent residency and nationality for eligible stateless people, which would reduce risks factors for child labor in the country, (3) conducting labor inspections in high-risk industries, and (4) increasing the number of child trafficking prosecution cases. The report also provides recommendations to further strengthen Thailand’s ongoing efforts to prevent and eliminate the worst forms of child labor.

The Ministry of Foreign Affairs also acknowledges the release of the U.S. Department of State’s 2025 Trafficking in Persons Report (2025 TIP Report), in which Thailand is placed in Tier 2 for the fourth consecutive year. The report reflects the progress made by the Royal Thai Government and all stakeholders in preventing and combating human trafficking, and provided recommendations on how to further step up anti-human trafficking efforts.

Ensuring the people’s well-being and safety, as well as promoting human rights in various aspects – including combating human trafficking, forced labor, and the worst forms of child labor – has always been among Thailand’s top priorities, and these concerns continue to be implemented through close cooperation between all relevant agencies, civil society, and partners. This is to protect both Thai nationals and foreigners residing in the country in accordance with the human rights and humanitarian principles to which Thailand always adheres. 

Going forward, Thailand will continue to make the utmost efforts in strengthening its capacity and promoting cooperation both domestically and internationally in eliminating all forms of human trafficking, according to the Ministry of Foreign Affairs.
