Cabinet Approves the Half-Half Plus Co-Payment Program

The Cabinet, during its meeting on 7 October 2025, gave the green light to the “Khon La Khrueng,” or “half-half plus co-payment” program, aimed at boosting domestic consumption and stimulating the Thai economy.

It also approved a budget of 44 billion baht to carry out the program, proposed by the Ministry of Finance, in line with the Government’s policy statement presented by Prime Minister Anutin Charnvirakul in the National Assembly on 29 September 2025.

This scheme was first launched under the Prime Minister Prayut Chan-o-cha administration, as part of the Government’s COVID-19 relief measures to boost the people’s purchasing power. It was implemented in five phases and was found to be effective in response to the needs of the people.

The half-half plus co-payment program allows registered individuals who buy goods from local shops to pay only half the price of their purchases, with the Government subsidizing the other half, through the G-Wallet system, comprising the “Pao Tang” app for buyers and “Thung Ngoen” app for traders. The permitted purchases will not include alcoholic drinks, tobacco, or lottery tickets.

The target group covers 20 million participants aged 16 and over, who are Thai nationals and are not state welfare cardholders. Out of this number, taxpayers will receive 2,400 baht, with a daily spending cap of 200 baht, while non-taxpayers will receive 2,000 baht, with a daily spending cap of 200 baht.

Registration is open for traders and stores from 15 October to 19 December 2025. Members of the public may register to join the program from 20 to 26 October, between 06.00 hr and 22.00 hr, and spending is allowed from 29 October to 31 December 2025, between 06.00 hr and 23.00 hr. Purchases of food and beverages via food delivery platforms, approved to join the program, are allowed from 7 November to 31 December, between 06.00 hr and 21.00 hr.

Those who participated in phase 5 of the previous scheme will be required to confirm eligibility to participate in the program through the Pao Tang app, and those who did not participate in phase 5 must register to join the scheme.
