The Cabinet, during its meeting on 4 November 2025, approved Thailand’s second updated Nationally Determined Contribution (NDC 3.0), in order to declare the country’s commitment to achieving net-zero greenhouse gas emissions by 2050.
The NDC 3.0 document seeks to accelerate the national emission reduction framework for 2031-2035, in line with Thailand’s international commitments under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.
Also, on 4 November, Thailand submitted the NDC 3.0 document to the UNFCCC and will officially present it at the United Nations Climate Change Conference, or COP30, which will take place in Belém, Brazil, from 10 to 21 November 2025.
Under the new framework, Thailand sets a goal to reduce net greenhouse gas emissions by 47 percent from the 2019 levels for the period between 2031 and 2035. The NDC 3.0 targets five key sectors, namely energy and transport, industry, agriculture, waste management, and forestry.
Ms. Lalida Periswiwatana, Deputy Government Spokesperson, stated that the Government believed that its commitment to seriously addressing climate change in partnership with the international community would enhance Thailand’s role on the global stage and strengthen the confidence of foreign investors.
The commitment is also in line with the Government’s policy of promoting a low-carbon society to achieve net-zero greenhouse gas emissions by 2050, in response to the challenges arising from international trade and climate change.
