The Government will offer incentives to encourage foreign companies to hire Thai firms to produce digital content, in an effort to enhance the competitiveness of Thailand’s digital content industry on the global stage.
The Cabinet on 9 December 2025 approved in principle a proposal by the Ministry of Culture to offer a cash rebate for foreign firms hiring Thai entrepreneurs to produce digital content, which is expected to attract more international digital content projects to Thailand.
Apart from upgrading the standards and quality of the digital content industry in Thailand, the proposal also aims to promote the employment of Thai workers, develop their skills, and promote the transfer of knowledge, as well as creating a database of expenditures for setting policies to promote this industry in the future.
Under this proposal, a cash rebate will be granted to foreign companies entering into a contract with a Thai company valued at five million baht and over per contract. The application for the cash rebate must be submitted by the Thai company on behalf of the foreign firm.
The Thai company must be a legal entity in the fields of animation, visual effects, or post-production, with at least half of its shareholders and directors being Thai nationals. It must have been in operation for at least two years, and its labor costs for hiring Thai staff must be at least 80 percent. The company must have an office located in Thailand. The cash rebate is worth 20 percent of the contract value.
The Cabinet also instructed the Ministry of Culture to work with relevant agencies in both public and private sector on the cash rebate scheme in order to come up with an appropriate conclusion for cost-effectiveness and the benefits of the country’s economy as a whole.
