Success of “Half-Half Plus Co-Payment” Program and Tourism Situation in 2025

The Government’s “Khon La Khrueng,” or “half-half plus co-payment,” program has concluded successfully, with more than 84 billion baht being spent through the program from 29 October to 31 December 2025.

A report from the Ministry of Finance on 1 January 2026 stated that about 19.76 million people participated in the program. Out of the amount of 84 billion baht, 42.81 billion baht was spent by consumers, which included 41.25 billion baht through general shops and 1.56 billion baht through food delivery platforms.

The Government’s co-payments involved 41.38 billion baht, with almost 39.9 billion baht supporting retail purchases at general shops and about 1.48 billion baht for food delivery platforms.

A total of 999,350 traders joined the “half-half plus co-payment scheme. Out of this number, 89,799 were restaurants and beverage shops that accepted payments via food delivery platforms. About 98,939 traders and entrepreneurs participated in upskill and reskill development training offered under this program.

The “half-half plus co-payment program, proposed by the Ministry of Finance, was aimed at boosting domestic consumption and stimulating the Thai economy. It allowed registered individuals who bought goods from local shops to pay only half the price of their purchases, with the Government subsidizing the other half, through the G-Wallet system.

The ministry pointed out that the scheme helped expand economic growth in 2025 by 0.2 percent, which would continue to drive the country’s economy in 2026. 

The Ministry of Finance also reported that, in 2025, international tourist arrivals in Thailand reached 32.97 million, marking a 7.23 percent year-on-year decline. Thailand earned about 2.7 trillion baht in tourism revenue from both international and domestic visitors. Out of this amount, 1.5 trillion baht came from foreign visitors.

The largest group of foreign visitors came from Malaysia, followed by China, India, Russia, and the Republic of Korea.
