Opening of Thailand’s Markets for Agricultural Products in Accordance with WTO Obligations

The Cabinet, during its meeting on 17 February 2026, approved the opening up of markets for agricultural products in accordance with the World Trade Organization (WTO) obligations for the years 2569-2571.

These agricultural products include onion seeds, onions (dried and both in powder and not in powder forms), potato seed tubers, and fresh potatoes for processing. 

According to the Cabinet decision, the setting of quotas and tariffs both within and outside the quota will be the same as that approved by the Cabinet in 2025, based on the resolution of the Committee on Agricultural and Cooperative Policy and Planning on 8 September 2025, as follows:

1. The quota for onion seeds is 3.15 tons (6,944 pounds) per year, with an in-quota tariff of 0 percent and an out-of-quota tariff of 218 percent. Imports are allowed from 1 January to 31 December of each year;

2. Onions (dried and in powder and not in powder forms) have an annual quota of 1,256.50 tons, with an in-quota tariff of 27 percent and an out-of-quota tariff of 142 percent. Imports are allowed from 1 January to 31 December of each year;

3. Potato seed tubers are permitted for imports under a quota system with no quantity limit, a 0 percent tariff within the quota, and a 125 percent tariff outside the quota. Imports are allowed from 1 January to 31 December of each year;

4. Fresh potatoes for processing have an annual quota of 83,000 tons, with an in-quota tariff of 27 percent and an out-of-quota tariff of 125 percent. Imports are allowed during January and between July and December of each year. For imports in January, the limit is 20 percent of the total quota allocated to each importer.

The Cabinet heard a report that imports of farm products under the commitments to WTO would not affect local famers and would also provide the opportunity for farmers to use onion seeds and potato seed tubers at reasonable prices. Thailand has not yet produced onions (dried and in powder and not in powder forms). As for fresh potatoes for processing, Thailand’s output is still not sufficient to meet domestic demand. 

The opening up of agricultural markets would ease shortages of raw materials for related industries, especially those relating to food processing. Moreover, it would not impose a budget burden. When the new Cabinet assumes office, the Committee on Agricultural and Cooperative Policy and Planning will submit this issue to the Cabinet for consideration in accordance with the situation.
