Prime Minister Orders Crackdown on Oil Hoarding and Smuggling

Prime Minister Anutin Charnvirakul, in his capacity as Director of the Internal Security Operations Command (ISOC), has issued an urgent order for ISOC to crack down on oil hoarding and the illegal smuggling of oil out of the country.

The decision was made on 27 March 2026, after the Prime Minister had held a consultation with the Commander-in-Chief and the Chief of Staff of the Royal Thai Army on ways to effectively deal with the current energy situation and maintain Thailand’s energy security and economic stability.

The Prime Minister also instructed ISOC to work in an integrated manner with relevant agencies to monitor and inspect the entire fuel supply chain in all stages – upstream, midstream, and downstream – to prevent hoarding and illegal smuggling.

In the upstream stage (refineries), ISOC's Fourth Coordination Center was assigned to supervise and monitor oil production and management to ensure that refineries were operating in accordance with the law.

In the midstream stage (transport and distribution), provincial ISOC units nationwide and ISOC branches in border defense forces were instructed to jointly oversee oil transport and distribution routes, especially in high-risk border areas, in order to prevent smuggling.

In the downstream stage (petrol stations), joint inspection teams, under provincial ISOC units, were instructed to conduct random inspections at service stations in order to check distribution volumes and prevent hoarding and unlawful activities.

The Government has stepped up measures to enable clear tracking of fuel from refineries to end users and reduce concerns over shortages or stockpiling. Officials believe that If distribution proceeds as regulated, without misuse or hoarding, the fuel system is expected to return to equilibrium and sufficiently meet the public demand.
