Government Spokesperson Rachada Dhnadirek stated that the Cabinet, during its meeting on 5 May 2026, gave the green light to five draft outcome documents to be agreed upon by ASEAN leaders and adopted at the upcoming 48th ASEAN Summit in Cebu, the Republic of the Philippines.
The five documents include (1) the CEBU Protocol to Amend the Charter of the Association of Southeast Asian Nations, (2) the ASEAN Leaders' Declaration on Maritime Cooperation, (3) the ASEAN Leaders' Statement on Priority Actions for Regional Resilience in Response to the Implications of the Situation in the Middle East on the Region, (4) the ASEAN Leaders' Statement on the ASEAN Convergence on Disaster Response: The ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (ASPECT) Framework, and (5) the ASEAN Declaration on the Empowerment of Youth in Climate Action and Disaster Resilience.
Ms. Rachada said that the Cabinet also authorized the Prime Minister, or his representative, to agree upon and adopt these documents. She pointed out that the documents would benefit Thailand on the ASEAN stage in such areas as energy and food security, trade and investment promotion, and disaster response.
Prime Minister Anutin Charnvirakul is scheduled to participate in the 48th ASEAN Summit on 7-9 May. The meeting will be attended by leaders of ASEAN member states and high‑level representatives from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Singapore, Thailand, Timor‑Leste, and Vietnam, as well as the ASEAN Secretary‑General, representatives from Myanmar, and the Asian Development Bank (ADB) as the Chair’s guest.
According to the Ministry of Foreign Affairs, Deputy Prime Minister and Minister of Foreign Affairs Sihasak Phuangketkeow will join the Thai delegation, led by Prime Minister Anutin, to attend the 48th ASEAN Summit at the invitation of Mr. Ferdinand Romualdez Marcos Jr., President of the Republic of the Philippines.
The summit will be hosted by the Philippines under the theme “Navigating Our Future, Together,” which will consider ASEAN’s collective responses to the impact of the situation in the Middle East, discussing key topics, such as energy and food security and the safety of ASEAN nationals, as well as collaboration and efforts to adapt to an increasingly dynamic global environment. The Prime Minister will also hold bilateral meetings with leaders from other ASEAN countries during this summit.
Prior to the ASEAN Summit, the Deputy Prime Minister and Minister of Foreign Affairs will attend the Ministerial Meetings on 7 May 2026, which includes the ASEAN Foreign Ministers’ Meeting, the 31st ASEAN Political Security Community Council Meeting, the 38th ASEAN Coordinating Council Meeting, and the ASEAN Joint Foreign and Economic Ministers’ Meeting to advance key issues contributing to regional stability and security.
