The Cabinet, during its meeting on 27 July 2026, acknowledged Thailand’s first big data strategic plan, aimed at laying down foundations for a data-driven economy and society and elevating the use of artificial intelligence (AI) and digital government services.

Deputy Government Spokesperson Lalida Persvivatana said that the draft Strategic Plan for Driving the Utilization of Big Data, 2025-2027, had been proposed by the Ministry of Digital Economy and Society for use as a framework for national development in order to enhance policy decision-making, strengthen Thailand’s competitiveness, and promote to use of AI in a systematic manner. 

This strategic plan was mapped out by the Big Data Institute (Public Organization) to ease constraints concerning fragmented data storage across multiple agencies, shortages of data and AI personnel, incomplete data connection, cybersecurity, and personal data protection. as well as legal matters and related infrastructure.

The Government aims for big data to drive at least 35 percent of economic growth by 2027 and for Thailand’s digital competitiveness in big data use to rank among the world’s top 25 countries.

The plan comprises four strategies, as follows:

1. To develop national data infrastructure, such as the Government Cloud, Government Data Catalog, and National Big Data Platform;

2. To promote data use in healthcare, tourism, environmental management, agriculture, trade, and economic development;

3. To develop and apply AI in order to improve government services, businesses, and industries, while establishing Thai-language AI models and datasets;

4. To develop workforce and upgrade big data and AI skills, with a target to train at least 160,000 personnel by 2027.

Ms. Lalida said that the Government attached great importance to the use of data and AI in advancing national administration, improving services, promoting public-private data connection, and building on digital innovation for the benefits of the country and the people.
