Media and ASEAN Observers Visit Surin to Inspect Casinos and Online Scam Networks

The Ministry of Foreign Affairs and the Thailand-Cambodia Joint Information Center (JIC) led 51 Thai and foreign media members and key opinion leaders, alongside the ASEAN Observer Team on a site visit to Surin Province on 7 September 2026.

The visit focused on the local security situation and progress on the implementation of the Joint Statement of the 3rd Special Session of the General Border Committee (GBC) on 27 December 2025. Although the ceasefire is holding, the Joint Statement has yet to be fully implemented in all aspects, in particular joint collaboration against online scams.

During this site visit, the delegation witnessed first-hand evidence of online scam operations at various buildings at the Chong Chom Permanent Border Checkpoint, which Cambodia had repurposed into military operational bases. This constitutes a violation of international law, including the military use of civilian buildings, and underscores the severity of transnational crime.

Thailand has consistently pushed for cooperation with partner countries and international organizations and will continue to drive this agenda at the international level. In this connection, Thailand will host a side event during the United Nations Human Rights Council (HRC) session this September to underscore state responsibility regarding online scams, particularly with a view to ending impunity, in order to build a safe region for all.
