The Thailand Board of Investment (BOI), the Stock Exchange of Thailand (SET), and the Securities and Exchange Commission (SEC) have signed a Memorandum of Understanding (MOU) on promoting capital raising for target enterprises under the "BOI to IPO" (Initial Public Offering) program.
The signing ceremony took place on 17 September 2026 at the Ministry of Finance, and was witnessed by Deputy Prime Minister and Minister of Finance Ekniti Nitithanprapas, who also serves as BOI Board Chairman.
The program will open doors to the capital market for BOI-promoted entrepreneurs, particularly those in 10 New Economy industries, namely (1) advanced agriculture and food, (2) biofuels and biochemicals, (3) medical and health, (4) creative tourism, (5) modern automotive, (6) aviation and logistics, (7) digital and e-commerce, (8) smart electronics, (9) robotics, and (10) technology and innovation development, which are key mechanisms in driving Thailand toward a high-value and sustainable economy.
Mr. Ekniti stated that Thailand has reached a critical juncture in its economic restructuring, driven by rapid technological change, evolving global supply chains, and intense competition to attract investment in industries of the future. Therefore, the Government has prioritized an investment-led growth strategy, leveraging investment as a primary engine to build new national growth potential. However, the goal extends beyond the volume of capital attracted; it is to ensure such investments generate tangible “value” for Thailand – by introducing technology and innovation, creating high-skilled jobs, developing local human capital, and integrating Thai entrepreneurs into modern global supply chains.
The BOI to IPO program serves as a vital bridge connecting investment promotion policies with the capital market. It enables New Economy enterprises that have invested in Thailand to grow and continuously expand their business from a Thai base. Simultaneously, it mobilizes capital within the economy toward high-potential sectors, helping the capital market structure better reflect the evolving landscape of Thailand's new economy.
Meanwhile, BOI Secretary General Narit Therdsteerasukdi explained that the BOI to IPO initiative connects the mechanisms of all three agencies. The BOI offers additional incentives, while the SET and the SEC assist companies in preparing for and listing on the Stock Exchange of Thailand or the Market for Alternative Investment.
