Thailand and Cambodia Discuss Their Border Situation in Phnom Penh

Thailand and Cambodia on 14 June 2025 held talks on their border situation in Phnom Penh. Ambassador Prasas Prasasvinitchai, Co-Chair of the Thailand-Cambodia Joint Boundary Commission (Thai side), jointly chaired the sixth Meeting of the Thai-Cambodian Joint Commission on Demarcation for Land Boundary (JBC) with Mr. Lam Chea, Minister in charge of the State Secretariat of Border Affairs, Co-Chair (Cambodian side).

Both sides stressed the importance of the JBC as the main mechanism to negotiate border issues between the two sides and to work together toward peaceful solution, as stipulated in the 2000 Memorandum of Understanding between the Government of the Kingdom of Thailand and the Government of the Kingdom of Cambodia on the Survey and Demarcation of Land Boundary. In addition, the meeting will play a key role in reducing tensions and laying the ground for a sustainable solution.

Commissioners from both sides are representatives from relevant technical agencies, such as the Department of Treaties and Legal Affairs, Ministry of Foreign Affairs, the Ministry of Interior, the Ministry of Defense, the Royal Thai Survey Department, the Royal Thai Armed Forces, the State Secretariat of Border Affairs of Cambodia (Ministry level), the Ministry of Defense of Cambodia, the Royal Cambodian Armed Forces, including Cambodian Governors of all the Thailand-Cambodia border provinces.

Prior to the meeting, both sides had a small-group discussion, which was open and frank and they hoped to have a fruitful JBC meeting. It was also the first encounter for the two Co-Chairs.

Mr. Nikorndej Balankura, Director-General of the Department of Information and Spokesperson of the Ministry of Foreign Affairs, on 14 June reported the progress of the sixth JBC meeting. He said that the meeting began after both sides had discussed technical matters, such as the use of geographical survey technology. Thailand hoped that it would contribute to de-escalating border tensions, paving the way for sustainable solutions in the future. The JBC meeting in Phnom Penh will continue on 15 June.

Regarding the submission of the issue before the International Court of Justice (ICJ), Mr. Nikorndej reiterated that Thailand does not recognize the compulsory jurisdiction of the ICJ, saying that Thailand wishes to resolve the Thailand-Cambodia border situation through existing bilateral mechanisms and diplomatic discussions, which are proven to be the most effective and appropriate way to address tensions.

Also, on 14 June, Minister of Foreign Affairs Maris Sangiampongsa chaired a meeting in Bangkok to monitor the sixth JBC meeting. He reaffirmed Thailand’s commitment to supporting the peaceful reduction of tensions through bilateral mechanisms.
