Minister of Foreign Affairs Sihasak Phuangketkeow on 16 March 2026 delivered a statement and announced Thailand’s pledges to combat fraud during the High-level Special Session on national commitment / pledges on combatting fraud at the Global Fraud Summit at the Vienna International Center.

The Foreign Minister emphasized that global fraud, particularly online scams, poses an immediate threat to the international community, causing significant financial losses and serious human rights violations, including human trafficking for forced criminality. 

He said that criminal networks also operate across borders, making it increasingly difficult to dismantle. In this regard, the international community must cooperate in the fight against fraud and showcase responsibility and political will, especially in countries where such criminal operations are festered. 

The Foreign Minister also reaffirmed Thailand’s continued commitment to dismantling online scam networks and determination to work with partners across regions to confront this challenge. He pledged that Thailand will (1) strengthen and enforce measures to prevent and combat money laundering, (2) enhance data integration and the use of digital technologies to improve fraud detection and the tracing of financial transactions, and (3) reinforce cooperation among countries and across sectors, including through the exchange of information, intelligence, and evidence.

On this occasion, the Foreign Minister endorsed two outcome documents of the Summit: (1) Call to Action on Combatting Fraud and (2) Global Public-Private Partnership Framework against Fraud. 

Witnesses included Mr. John Brandolino, acting Executive Director of the United Nations Office on Drugs and Crime (UNODC) and acting Director-General of the United Nations office in Vienna, and high-level representatives from relevant Thai authorities, namely the Permanent Secretary of Foreign Affairs, the Permanent Secretary of Digital Economy and Society, the Secretary-General of the Anti-Money Laundering Board, and the Deputy Commissioner General of the Royal Thai Police.
