Policy and Action Plan for Southern Border Provinces Administration and Development

The Cabinet on 14 March 2023 approved a draft policy on southern border provinces administration and development, 2022-2024, and a draft plan of action on southern border provinces administration and development, 2023-2027. 

The two documents were proposed by the Office of the National Security Council and will be used by relevant agencies as guidelines for tackling problems in the deep South, in a systematic manner and on a continual basis.

The policy on southern border provinces administration and development, 2022-2024, seeks to uphold the principles of peaceful means, rule of law, and human rights, as well as the participation of all sectors, in dealing with issues in the southern border provinces. The vision under this policy is to ensure that local people are safe and happy in the multicultural society.

The objectives are (1) to resolve problems in accordance with local circumstances without any conditions that lead to violence, (2) to develop the justice process and offer inclusive and fair remedies, and (3) to develop economic infrastructure in line with the local way of life and the people’s demands. The target areas include Narathiwat, Pattani, and Yala provinces and four districts of Songkhla (Na Thawi, Thepha, Chana, and Saba Yoi).

As for the plan of action on southern border provinces administration and development, 2023-2027, it seeks to translate the policy into action under three focus areas. The first area, security, aims to protect people’s lives and property and create conditions favorable for peace dialogues.

The second area, development, emphasizes economic and social development at the grassroots level in order to reduce the use of violence and empower the multicultural society. Another objective is to create a better understanding of the southern situation among local residents and in the international community.

The third area involves public sector administration and management. It seeks to enhance the efficiency of state agencies and personnel under the principles of good governance.

The key performance indicators are that incidents of violence in the deep South will decline; local people will be confident about the justice process; and they will live together happily despite differences in cultures.
