Emergency Decree to Be Lifted in More Districts in the Deep South as Violence Has Eased

The Cabinet, during its meeting on 16 January 2024, approved the lifting of the state of emergency in two districts in the deep South, as violent from unrest has generally eased.

The two districts are Panare in Pattani province and Raman in Yala province. In this regard, the enforcement of the 2010 Executive Decree on Public Administration in Emergency Situations in these two districts will be replaced by the 2008 Internal Security Act, from 20 January to 30 September 2024, following a proposal by the Internal Security Operations Command.

At the same meeting, the Cabinet also approved the resolution by the Committee on the Administration of Emergency Situations to extend the enforcement of emergency declaration in Narathiwat, Pattani, and Yala for another three months, from 20 January to 19 April 2024.

According to the resolution, 15 districts in the three southern border provinces will be excluded from the state of emergency. They include 1) Yi-ngo, 2) Su-ngai Kolok, 3) Waeng, and 4) Sukhirin in Narathiwat; 5) Yaring, 6) Panare, 7) Mayo, 8) Mai Kaen, 9) Thung Yang Daeng, 10) Kapho, and 11) Mae Lan in Pattani; and 12) Betong, 13) Raman, 14) Kabang, and 15) Krong Pinang in Yala.

The emergency decree declaration was announced in 2005 as an instrument that would enable state officials to deal with the southern situation more effectively. The extension of the enforcement of the decree for another three months, from 20 January to 19 April 2024. is the 75th of its kind. It is meant for the continuation of tackling violence in the three southern border provinces and to ensure public safety, as well as protecting the people’s lives and property.

Deputy Prime Minister Somsak Thepsutin, who chairs the Committee on the Administration of Emergency Situations, said that out of 33 districts in the three southern border provinces, 18 districts have so far been covered by the enforcement of emergency declaration.

He said that the Government would consider scrapping the emergency decree entirely in 2027 if the southern situation greatly improved. However, efforts must also be made to ensure security. For instance, more talks will be held with neighboring countries for cooperation on various issues.
