AOT-Thailand Verifies that Landmine in Sisaket Was Newly Planted

The Royal Thai Armed Forces Headquarters has released the findings of the ASEAN Observer Team–Thailand (AOT-TH) regarding the recent landmine incident in Sisaket Province, confirming that the explosive device was newly planted inside Thai territory. The report, issued on November 24, 2025, concerns the incident on November 10 in which a Thai soldier was injured after stepping on a landmine in the Phu Makua area.

According to AOT-TH, the mine recovered at the site was identified as a PMN-2 anti-personnel mine that had been newly emplaced, which contradicts earlier claims by the Cambodian military that it was an old, abandoned device. The observer team conducted an immediate on-site inspection and assessed soil conditions, placement patterns, and burial traces. Their findings were consistent with previous border tensions, during which PMN-2 mines discovered in the area were also newly planted rather than remnants of prior conflicts.

Joint engineering units working alongside AOT-TH found additional indicators suggesting the possibility of further mines being placed in the vicinity. Due to safety considerations, clearance operations cannot yet proceed in several high-risk zones.

The observer team also verified all mine-discovery coordinates using mobile-phone GPS mapping combined with official topographical charts. All locations were confirmed to be entirely within Thai territory.

The AOT-TH has examined a mobile phone belonging to a Cambodian soldier that had been left behind during a withdrawal from Phu Makua. The device contained photographs, videos, and SIM registration information linked to Cambodian personnel, including images depicting the planting and burial of PMN-2 mines. These materials serve as direct evidence indicating the mines had been emplaced by Cambodian forces on Thai soil.

The assessment further noted that the area had previously served as a forward position during earlier engagements, and it is highly likely that the mines were planted during the latest period of heightened tensions.

The Royal Thai Armed Forces Headquarters emphasized that all findings are based on direct observation, physical evidence, geospatial data, and scientific analysis conducted by AOT-TH, which operates under principles of neutrality, transparency, and international standards. Thailand continues to honor all bilateral mechanisms—including GBC, JBC, and joint observation agreements—and remains committed to peaceful, transparent, and constructive approaches aimed at safeguarding the security of people on both sides of the border.

Thai authorities also noted that information presented by the Cambodian side in several dialogue platforms has been inconsistent with verified facts, affecting the atmosphere of negotiations and confidence in cooperative mechanisms.

The Royal Thai Armed Forces Headquarters reaffirmed that Thailand will advance through all bilateral frameworks with full transparency and verifiability, ensuring the presentation of accurate information in every appropriate forum while firmly upholding the nation’s sovereignty and territorial integrity.
