Thailand's National Security Council Approves MOU44 Revocation with Cambodia

The National Security Council has approved the revocation of the 2001 memorandum of understanding with Cambodia on joint offshore resource management, citing prolonged deadlock and tensions linked to the agreement. The decision, in line with government policy on national security and foreign affairs, is set to take effect immediately.

Government Spokesperson Rachada Dhanadirek said the agreement, known as MOU44, had seen little progress over more than 20 years, with only five rounds of talks and no tangible results for either country. The framework has also been associated with disputes over maritime boundaries, contributing to strained relations and uncertainty over resource management.

The revocation ends negotiations under the existing framework. Thai authorities indicated that if Cambodia wishes to pursue joint development, it would need to formally state its position so both sides can establish a new approach that avoids past disputes and allows clearer management of maritime boundaries.

Officials said recurring tensions over the past 25 years have disrupted talks and prevented the agreement from achieving its intended purpose. They added that clear maritime boundary agreements are necessary before any joint development can proceed, along with mutual trust and equitable benefit-sharing. 

The matter will now be submitted to the Cabinet for approval, after which the Ministry of Foreign Affairs will carry out the required procedures.
