The Ministry of Foreign Affairs on 8 July 2026 issued a press release on 8 July 2026, stating that Thailand respects and strictly adheres to the ceasefire agreement and remains committed to peaceful resolutions with Cambodia through existing bilateral mechanisms, as follows:<\/strong><\/p>\r\n\r\n

“Thailand respects and strictly adheres to the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) between Thailand and Cambodia on 27 December 2025, in particular Point 2 in which both sides agreed to maintain current troop deployments without further movement or patrol towards the other side’s position. All activities undertaken by Thailand are solely for the purpose of safeguarding security and the safety of the people within the framework of the Joint Statement that both countries have agreed. Thailand therefore categorically rejects Cambodia’s repeated allegations made in various fora regarding this issue.<\/strong><\/p>\r\n\r\n

“Thailand remains committed to peace and stands ready to resolve all outstanding issues through dialogue under existing bilateral mechanisms. Such dialogue should be conducted on the basis of facts, sincerity and good faith, mutual respect and adherence to agreements from both sides, with the aim of de-escalating tensions and restoring mutual trust between the two countries.”<\/strong><\/p>\r\n\r\n

The Ministry of Foreign Affairs on 7 July 2026 issued a press release rejecting allegations concerning an explosion on Cambodian territory, as follows:<\/strong><\/p>\r\n\r\n

"With reference to Cambodia’s allegation that Thai soldiers threw a hand grenade into a Cambodian position on 5 July 2026, along with the circulation of images on social media showing injured Cambodian soldiers,<\/strong><\/p>\r\n\r\n

“The Royal Thai Army and the Joint Information Center on the Thailand – Cambodia Situation (JIC) have already issued statements to clarify details surrounding the incident. Following a factual verification with the Thai military units on the ground, it was determined that the explosion occurred on Cambodian territory and was not caused by Thai forces, as alleged. The assessment further indicates that the incident most likely resulted from newly deployed Cambodian troops who were unfamiliar with the terrain and lacked operational experience, and may have accidentally stepped on a landmine in the area.<\/strong><\/p>\r\n\r\n

“Thailand reaffirms that all actions conducted by the Thai forces are carried out in strict adherence to operational orders, the rules of engagement, international law and the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) between Thailand and Cambodia on 27 December 2025. Thailand remains firmly committed to the principles of restraint, transparency and accountability.<\/strong><\/p>\r\n\r\n

The Joint Information Center (JIC) on the Thailand-Cambodia Situation wishes to clarify the facts regarding the latest allegations concerning the presence of Thai troops in the Chong Chom area, Surin Province, on the<\/strong><\/p>\r\n\r\n

Thai-Cambodian border, as follows:<\/strong><\/p>\r\n\r\n

1. Strict Adherence to the Joint Statement<\/strong><\/p>\r\n\r\n

Thailand reaffirms its full commitment to the Joint Statement agreed upon at the Special Session of the General Border Committee (GBC) on 27 December 2025, in particular, Clause 2: Both sides will maintain their current positions (Troop Deployment Line) and refrain from any actions that further alter the situation in the area. Thai forces have strictly adhered to this provision. There has been no encroachment, troop expansion or change of position from the agreed-upon line.<\/strong><\/p>\r\n\r\n

2. Thai measures are undertaken to maintain security and safety, not law enforcement<\/strong><\/p>\r\n\r\n

The presence of Thai forces is not unilateral law enforcement abroad. It is a necessary security and safety measure that arose from the discovery of the cross-border threat from Cambodian forces using the area as a military base to launch attacks against Thailand.<\/strong><\/p>\r\n\r\n

3. The area came under Thai control in order to prevent further threats, as the area was being used as a military base by Cambodian forces from which to launch attacks against Thailand. Therefore, Thailand's actions were undertaken to protect sovereignty and were Defensive, Limited, and Preventive. They do not represent an exercise of sovereignty over another country’s territory.<\/strong><\/p>\r\n\r\n

4. Adherence to bilateral mechanisms<\/strong><\/p>\r\n\r\n

Thailand remains committed to resolving issues through:<\/strong><\/p>\r\n\r\n

• Bilateral mechanisms such as the Regional Border Committee (RBC), the General Border Committee (GBC), and the Joint Boundary Commission (JBC)<\/strong><\/p>\r\n\r\n

• Continuous communication between both sides<\/strong><\/p>\r\n\r\n

All of Thailand's actions have been advanced with the aim of de-escalation of tensions.<\/strong><\/p>\r\n\r\n

5. Commitment to facts over misinformation<\/strong><\/p>\r\n\r\n

The situation should not be interpreted through distorted narratives. Evidence on the ground indicates that, in addition to being used as a military base for launching attacks against Thailand, the site also functioned as a large-scale scam compound. Thailand has therefore allowed media access to the area to inform the international community, demonstrating full transparency.<\/strong><\/p>\r\n\r\n

Evidence discovered at the site, which may support further study, analysis and counter-scam operations, includes:<\/strong><\/p>\r\n\r\n

• A large number of foreign SIM cards<\/strong><\/p>\r\n\r\n

• Multilingual scam scripts<\/strong><\/p>\r\n\r\n

• Infrastructure consistent with industrial-scale scam operations<\/strong><\/p>\r\n\r\n

These findings clearly indicate that the area had been used as a hub for transnational cybercrime, affecting people in multiple countries and requiring continued joint efforts to address.<\/strong><\/p>\r\n\r\n

6. Shared Responsibility<\/strong><\/p>\r\n\r\n

Addressing transnational crime requires cooperation, not confrontation. Both sides have already agreed<\/strong><\/p>\r\n\r\n

(Joint Statement Points 8 and 10) to:<\/strong><\/p>\r\n\r\n

• Prevent the spread of fake news and misinformation<\/strong><\/p>\r\n\r\n

• Cooperate in combating transnational crime<\/strong><\/p>\r\n\r\n

Provocative or misleading communication will only undermine such cooperation.<\/strong><\/p>\r\n\r\n

Conclusion<\/strong><\/p>\r\n\r\n

Thailand’s actions are grounded in three key principles:<\/strong><\/p>\r\n\r\n

• Respect for mutual agreements<\/strong><\/p>\r\n\r\n

• Protection of its people<\/strong><\/p>\r\n\r\n

• Preservation of regional stability<\/strong><\/p>\r\n\r\n

The Joint Information Center on the Thailand-Cambodia Situation (JIC) on 7 April 2026 led a delegation of the media, including 28 journalists from 15 foreign media outlets, on a site visit to Surin Province. It was the second site visit for foreign media to Surin, organized by the JIC, accompanied and facilitated by officials from the Ministry of Foreign Affairs.<\/strong><\/p>\r\n\r\n

During the visit, the foreign media had the opportunity to observe areas affected by the clashes between Thailand and Cambodia, and received briefings on Thailand’s military operations, which had consistently been conducted in strict compliance with international law and international humanitarian law.<\/strong><\/p>\r\n\r\n

The delegation also had the chance to observe various buildings in a former scam compound in the Chong Chom border area of Surin Province. They were briefed on how the various buildings in the scam compound had been used not only for illegal activity but also as a military base for Cambodian forces, which constitutes a violation of international law through the use of civilian buildings for military purposes. <\/strong><\/p>\r\n\r\n

In addition, they were able to witness first-hand how transnational criminal networks operate as a global threat at industrial scale causing huge losses on populations both within and beyond the region.<\/strong><\/p>\r\n\r\n

  Due to additional interest, the Information Center organized this field visit for foreign media for the second time to provide them with first-hand information based on empirical evidence, reflecting the transparency of Thailand’s actions all along. This demonstrates Thailand’s commitment and role to raise awareness and advance international cooperation against online scams. <\/strong><\/p>\r\n\r\n

Thailand hopes to count on Cambodia’s serious and sincere cooperation in suppressing these criminal networks, in order to strengthen mutual trust and promote confidence in Southeast Asia as a secure and stable region.<\/strong><\/p>\r\n\r\n

Today, March 27, 2026 – Major General Winthai Suvaree, Army Spokesperson, issued a clarification today in response to allegations made by Cambodian government spokesperson Mr. Pen Bona and Cambodia’s Ministry of Interior. The Cambodian side claimed that Thailand obstructed the return of more than 35,000–36,000 displaced persons by erecting barbed wire, container barriers, and demolishing houses, while also calling for the immediate establishment of a Joint Boundary Commission (JBC) to demarcate the border. The Royal Thai Army wishes to provide the following clarifications to ensure accurate understanding among the public and the international community:
\r\n
\r\nFirst, regarding Cambodia’s claim that over 600,000 people were displaced and more than 30,000 remain unable to return home, these figures are grossly inaccurate. In reality, only several thousand individuals in three villages of Sa Kaeo Province have been affected. Legally, these individuals are considered “encroachers,” not displaced persons as alleged. The areas currently under the Royal Thai Army control are fully within Thailand’s sovereign territory, where Cambodian nationals have unlawfully settled for over 40 years. The Army’s actions are aimed at restoring order within Thailand’s own borders, not invading Cambodia.
\r\n
\r\nSecond, on the accusation that Thai forces blocked movement with containers and barbed wire, the Army clarifies that these measures are temporary security precautions taken after recent clashes. They are intended to stabilize the area and prevent further confrontation. Maintaining troop presence and barriers is in strict compliance with the ceasefire agreement of December 27, which requires both sides to remain in their respective positions as outlined in the joint statement.
\r\n
\r\nFinally, regarding Cambodia’s demand for immediate JBC deployment to demarcate the border, Thailand reaffirms its commitment to resolving issues through existing bilateral mechanisms, particularly the Thai–Cambodian JBC. However, at this stage, Thailand must adhere to the principles agreed upon at the GBC meeting: each side should maintain its current positions until the border area is genuinely safe from military provocations and landmines, which remain present.
\r\n
\r\nThe Royal Thai Army understands Cambodia’s need to communicate for domestic political reasons. Nevertheless, distortion of facts benefits neither side and risks undermining cooperative relations. The Army therefore urges the Cambodian government to communicate responsibly and based on truth.<\/strong><\/p>\r\n\r\n

The Joint Information Center on the Thailand - Cambodia Situation on 12 March 2026 led a delegation of 37 journalists from 18 foreign media outlets on a site visit to Surin Province to witness first-hand evidence of online scamming operations in the Thai-Cambodian border area.<\/strong><\/p>\r\n\r\n

According to a report from the Ministry of Foreign Affairs, during the visit, the foreign media had the opportunity to observe areas affected by the clashes between Thailand and Cambodia, and received briefings on Thailand’s military operations, which had consistently been conducted in strict compliance with international law and international humanitarian law.<\/strong><\/p>\r\n\r\n

In addition, the delegation also had the chance to observe casino buildings and a scam compound in the Chong Chom border area of Surin Province. They were briefed on how the various buildings in the scam compound had been used not only for illegal activity but also as a military base for Cambodian forces. <\/strong><\/p>\r\n\r\n

This first-hand look enabled them to verify a few important points, namely (1) Cambodia’s violation of international law through the use of civilian buildings for military purposes, and (2) the sophistication and industrial-level of the transnational criminal networks and the harm they inflict on populations both within and beyond the region.<\/strong><\/p>\r\n\r\n

This field visit provided the foreign media with the facts based on empirical evidence, reflecting the transparency of Thailand’s actions all along. This is critical, especially when Thailand is driving international cooperation against online scams, to underline what is required to fight this crime: rule of law, strong law enforcement and an open society that creates awareness of this problem in order to ensure that the population is resilient and protected against falling prey to these dangers.<\/strong><\/p>\r\n\r\n

The Ministry of Foreign Affairs on 11 March 2026 issued a press release stating that Thailand underlines need for Cambodia’s good-faith cooperation and sincerity in advancing the Survey and Demarcation of the Land Boundary between the two countries.<\/strong><\/p>\r\n\r\n

According to the release, the deliberate firing of a 40-mm grenade round by the Cambodian side into Thai territory in the vicinity of the Phlan Hin Paet Kon area, Kantharalak District, Si Sa Ket Province, on 24 February 2026 constitutes yet another clear violation of the Joint Statement agreed upon by Thailand and Cambodia on 27 December 2025, in particular: Paragraph 1, under which both sides agreed to an immediate ceasefire involving all types of weapons and to avoid unprovoked firing towards the other side’s positions or troops; and Paragraph 6, under which both sides agreed not to undertake provocative actions that may escalate tensions.<\/strong><\/p>\r\n\r\n

This repeated pattern of intentionally provocative conduct by Cambodia, which endangers the safety of Thai personnel and escalates tensions on the ground, cannot be characterized as minor incidents. Thailand is therefore compelled to undertake provisional stabilization measures, with a view to minimizing the risk of casualties from any future incidents. Such measures are strictly defensive in nature and are undertaken without prejudice to the ongoing survey and demarcation of the boundary in accordance with Paragraph 3 of the Joint Statement.<\/strong><\/p>\r\n\r\n

With regard to the MOU on the Survey and Demarcation of Land Boundary (MOU 2000), Thailand recalls that the Cambodian side has, on multiple occasions, failed to comply with its obligations under Article V of the said MOU; for instance, Cambodia constructed a community market and Ta Om Equestrian Monument on land encroaching the Thai side of the watershed in the area of An Mah-An Ses point of entry, and also constructed its administrative building within Thailand’s sovereign territory in Ta Phraya District, Sa Kaeo Province.<\/strong><\/p>\r\n\r\n

In this regard, Thailand has exercised the utmost restraint and lodged multiple protests since 2010, but regrettably these were not acted upon by the Cambodian side. The absence of cooperation and compliance from the Cambodian side stands in contrast to the Cambodian side’s stated commitment to good-faith cooperation, sincerity and peaceful settlement of disputes.<\/strong><\/p>\r\n\r\n

Thailand reiterates its firm commitment to the mechanism established under MOU 2000 as the sole framework for the survey and demarcation of the land boundary between the two countries. Thailand takes note of Cambodia’s proposal to convene a Joint Boundary Commission (JBC) meeting, and will respond in due course following the formation of the new Cabinet.<\/strong><\/p>\r\n\r\n

Thailand maintains that technical survey and demarcation activities on the ground cannot proceed while the situation along the border has not yet stabilized, and danger is still posed to the Joint Survey Team. Thailand hence calls upon the Cambodian side to move beyond verbal assurances and to implement concrete and verifiable measures to restore stability and ensure the safety of the relevant personnel.<\/strong><\/p>\r\n\r\n

The Ministry of Foreign Affairs has issued a press release on 25 February 2026, calling on Cambodia to strictly respect and adhere to the Joint Statement agreed upon by Thailand and Cambodia.<\/strong><\/p>\r\n\r\n

According to the press release, the Ministry of Foreign Affairs has been informed by the Royal Thai Army that on 24 February 2026, at approximately 08:50 a.m., a 40-mm grenade round was fired from the Cambodian side towards Phlan Hin Paet Kon area, Kantharalak District, Si Sa Ket Province, while Thai troops were carrying out a routine patrol. Consequently, Thai soldiers were compelled to respond in self-defense by firing a warning shot, in accordance with the rules of engagement and fully consistent with international law.<\/strong><\/p>\r\n\r\n

This incident, deliberately initiated by the Cambodian side, constitutes once again a clear violation of the Joint Statement agreed upon by Thailand and Cambodia on 27 December 2025, in particular: Point 1, under which both sides agreed to an immediate ceasefire involving all types of weapons and to avoid unprovoked firing towards the other side’s positions or troops; and Point 6, under which both sides agreed not to undertake provocative actions that may escalate tensions.<\/strong><\/p>\r\n\r\n

Thailand expresses its grave concern over this repeated pattern of intentionally provocative behavior, which could endanger the safety of Thai personnel and escalate tensions on the ground. In this regard, the Ministry of Foreign Affairs of Thailand has already sent a letter of protest to the Cambodian side regarding the aforementioned violation of the Joint Statement. It has also requested Cambodia to conduct a thorough and expeditious investigation into the incident and put in place effective measures to prevent any recurrence.<\/strong><\/p>\r\n\r\n

Thailand reiterates its commitment to resolving the situation peacefully through dialogue and existing bilateral mechanisms. Thailand strongly urges Cambodia to strictly respect and adhere to the Joint Statement with sincerity and in good faith, and refrain from any actions that could provoke further tensions, with a view to ensuring a lasting ceasefire and peaceful border between the two countries.<\/strong><\/p>\r\n\r\n

Thailand affirms that its forces are adhering strictly to the Joint Statement of the General Border Committee (GBC) meeting on 27 December 2025, particularly in relation to the provisions regarding the ceasefire and the avoidance of provocations.<\/strong><\/p>\r\n\r\n

Following comprehensive verification and fact-checking through the established chain of command and all relevant operational units, the Thai side has found no substantiated evidence<\/strong><\/p>\r\n\r\n

that the Royal Thai Armed Forces conducted the actions as alleged. Furthermore, the Royal Thai Armed Forces continue to maintain a defensive position, exercise maximum restraint and adhere to the principle of not escalating tensions.<\/strong><\/p>\r\n\r\n

Thailand is committed to the principles of peaceful resolution, international law,<\/strong><\/p>\r\n\r\n

and responsibility for the safety of the people of both countries. It supports resolving issues through existing bilateral mechanisms, namely the General Border Committee (GBC), the Regional Border Committee (RBC), and the Joint Boundary Commission (JBC), which are appropriate channels<\/strong><\/p>\r\n\r\n

for clarifying the facts and reducing misunderstandings.<\/strong><\/p>\r\n\r\n

Thailand is ready to cooperate in a transparent and constructive manner to maintain peace, stability and trust along the border. This is beneficial to the people of both countries and the region as a whole.<\/strong><\/p>\r\n\r\n

The Joint Information Center on the Thailand-Cambodia Situation on 24 February 2026 at 1800 hr clarified to the public and the international community allegations contained in an official document from the Cambodian Ministry of Defense dated 20 February 2026, as follows:<\/strong><\/p>\r\n\r\n

“Thailand affirms that its forces are adhering strictly to the Joint Statement of the General Border Committee (GBC) meeting on 27 December 2025, particularly in relation to the provisions regarding the ceasefire and the avoidance of provocations.<\/strong><\/p>\r\n\r\n

“Following comprehensive verification and fact-checking through the established chain of command and all relevant operational units, the Thai side has found no substantiated evidence that the Royal Thai Armed Forces conducted the actions as alleged. Furthermore, the Royal Thai Armed Forces continue to maintain a defensive position, exercise maximum restraint, and adhere to the principle of not escalating tensions.<\/strong><\/p>\r\n\r\n

“Thailand is committed to the principles of peaceful resolution, international law, and responsibility for the safety of the people of both countries. It supports resolving issues through existing bilateral mechanisms, namely the General Border Committee (GBC), the Regional Border Committee (RBC), and the Joint Boundary Commission (JBC), which are appropriate channels for clarifying the facts and reducing misunderstandings.<\/strong><\/p>\r\n\r\n

“Thailand is ready to cooperate in a transparent and constructive manner to maintain peace, stability, and trust along the border. This is beneficial to the people of both countries and the region as a whole.<\/strong><\/p>\r\n\r\n

“The Joint Information Center of the Thailand-Cambodia Situation calls on all parties to exercise restraint, avoid disseminating information that may cause misunderstanding, and jointly support an atmosphere of peace and good relations between the Kingdom of Thailand and the Kingdom of Cambodia.<\/strong><\/p>\r\n\r\n

“Thailand remains committed to peaceful coexistence based on mutual respect, the rule of law, and international standards for lasting security and peace in the region.<\/strong><\/p>\r\n\r\n

“Thailand categorically rejects the unfounded allegations. It is strictly adhering to the ceasefire agreement and supports verification through the appropriate bilateral mechanisms to maintain peace and stability along the border.”<\/strong><\/p>\r\n\r\n
