<p><strong>Thai-Cambodian border, as follows:</strong></p>

<p><strong>1. Strict Adherence to the Joint Statement</strong></p>

<p><strong>Thailand reaffirms its full commitment to the Joint Statement agreed upon at the Special Session of the General Border Committee (GBC) on 27 December 2025, in particular, Clause 2: Both sides will maintain their current positions (Troop Deployment Line) and refrain from any actions that further alter the situation in the area. Thai forces have strictly adhered to this provision. There has been no encroachment, troop expansion or change of position from the agreed-upon line.</strong></p>

<p><strong>2. Thai measures are undertaken to maintain security and safety, not law enforcement</strong></p>

<p><strong>The presence of Thai forces is not unilateral law enforcement abroad. It is a necessary security and safety measure that arose from the discovery of the cross-border threat from Cambodian forces using the area as a military base to launch attacks against Thailand.</strong></p>

<p><strong>3. The area came under Thai control in order to prevent further threats, as the area was being used as a military base by Cambodian forces from which to launch attacks against Thailand. Therefore, Thailand&#39;s actions were undertaken to protect sovereignty and were Defensive, Limited, and Preventive. They do not represent an exercise of sovereignty over another country&rsquo;s territory.</strong></p>

<p><strong>4. Adherence to bilateral mechanisms</strong></p>

<p><strong>Thailand remains committed to resolving issues through:</strong></p>

<p><strong>&bull; Bilateral mechanisms such as the Regional Border Committee (RBC), the General Border Committee (GBC), and the Joint Boundary Commission (JBC)</strong></p>

<p><strong>&bull; Continuous communication between both sides</strong></p>

<p><strong>All of Thailand&#39;s actions have been advanced with the aim of de-escalation of tensions.</strong></p>

<p><strong>5. Commitment to facts over misinformation</strong></p>

<p><strong>The situation should not be interpreted through distorted narratives. Evidence on the ground indicates that, in addition to being used as a military base for launching attacks against Thailand, the site also functioned as a large-scale scam compound. Thailand has therefore allowed media access to the area to inform the international community, demonstrating full transparency.</strong></p>

<p><strong>Evidence discovered at the site, which may support further study, analysis and counter-scam operations, includes:</strong></p>

<p><strong>&bull; A large number of foreign SIM cards</strong></p>

<p><strong>&bull; Multilingual scam scripts</strong></p>

<p><strong>&bull; Infrastructure consistent with industrial-scale scam operations</strong></p>

<p><strong>These findings clearly indicate that the area had been used as a hub for transnational cybercrime, affecting people in multiple countries and requiring continued joint efforts to address.</strong></p>

<p><strong>6. Shared Responsibility</strong></p>

<p><strong>Addressing transnational crime requires cooperation, not confrontation. Both sides have already agreed</strong></p>

<p><strong>(Joint Statement Points 8 and 10) to:</strong></p>

<p><strong>&bull; Prevent the spread of fake news and misinformation</strong></p>

<p><strong>&bull; Cooperate in combating transnational crime</strong></p>

<p><strong>Provocative or misleading communication will only undermine such cooperation.</strong></p>

<p><strong>Conclusion</strong></p>

<p><strong>Thailand&rsquo;s actions are grounded in three key principles:</strong></p>

<p><strong>&bull; Respect for mutual agreements</strong></p>

<p><strong>&bull; Protection of its people</strong></p>

<p><strong>&bull; Preservation of regional stability</strong></p>

<p><strong>The way forward should focus on cooperation and shared solutions, rather than fueling conflict through competing narratives.</strong></p>

<title><![CDATA[Foreign Journalists Visit Surin to Observe Areas Affected by Thai-Cambodian Border Clashes]]></title>

<description><![CDATA[<p><strong>The Joint Information Center on the Thailand-Cambodia Situation (JIC) on 7 April 2026 led a delegation of the media, including 28 journalists from 15 foreign media outlets, on a site visit to Surin Province. It was the second site visit for foreign media to Surin, organized by the JIC, accompanied and facilitated by officials from the Ministry of Foreign Affairs.</strong></p>

<p><strong>During the visit, the foreign media had the opportunity to observe areas affected by the clashes between Thailand and Cambodia, and received briefings on Thailand&rsquo;s military operations, which had consistently been conducted in strict compliance with international law and international humanitarian law.</strong></p>

<p><strong>The delegation also had the chance to observe various buildings in a former scam compound in the Chong Chom border area of Surin Province. They were briefed on how the various buildings in the scam compound had been used not only for illegal activity but also as a military base for Cambodian forces, which constitutes a violation of international law through the use of civilian buildings for military purposes.&nbsp;</strong></p>

<p><strong>In addition, they were able to witness first-hand how transnational criminal networks operate as a global threat at industrial scale causing huge losses on populations both within and beyond the region.</strong></p>

<p><strong>&nbsp; Due to additional interest, the Information Center organized this field visit for foreign media for the second time to provide them with first-hand information based on empirical evidence, reflecting the transparency of Thailand&rsquo;s actions all along. This demonstrates Thailand&rsquo;s commitment and role to raise awareness and advance international cooperation against online scams.&nbsp;</strong></p>

<p><strong>Thailand hopes to count on Cambodia&rsquo;s serious and sincere cooperation in suppressing these criminal networks, in order to strengthen mutual trust and promote confidence in Southeast Asia as a secure and stable region.</strong></p>

<title><![CDATA[Royal Thai Army Refutes Cambodian Allegations, Upholds Ceasefire Agreement. Urges Responsible Communication Based on Facts]]></title>

<description><![CDATA[<p><strong>Today, March 27, 2026 &ndash; Major General Winthai Suvaree, Army Spokesperson, issued a clarification today in response to allegations made by Cambodian government spokesperson Mr. Pen Bona and Cambodia&rsquo;s Ministry of Interior. The Cambodian side claimed that Thailand obstructed the return of more than 35,000&ndash;36,000 displaced persons by erecting barbed wire, container barriers, and demolishing houses, while also calling for the immediate establishment of a Joint Boundary Commission (JBC) to demarcate the border. The Royal Thai Army wishes to provide the following clarifications to ensure accurate understanding among the public and the international community:<br />
<br />
First, regarding Cambodia&rsquo;s claim that over 600,000 people were displaced and more than 30,000 remain unable to return home, these figures are grossly inaccurate. In reality, only several thousand individuals in three villages of Sa Kaeo Province have been affected. Legally, these individuals are considered &ldquo;encroachers,&rdquo; not displaced persons as alleged. The areas currently under the Royal Thai Army control are fully within Thailand&rsquo;s sovereign territory, where Cambodian nationals have unlawfully settled for over 40 years. The Army&rsquo;s actions are aimed at restoring order within Thailand&rsquo;s own borders, not invading Cambodia.<br />
<br />
Second, on the accusation that Thai forces blocked movement with containers and barbed wire, the Army clarifies that these measures are temporary security precautions taken after recent clashes. They are intended to stabilize the area and prevent further confrontation. Maintaining troop presence and barriers is in strict compliance with the ceasefire agreement of December 27, which requires both sides to remain in their respective positions as outlined in the joint statement.<br />
<br />
Finally, regarding Cambodia&rsquo;s demand for immediate JBC deployment to demarcate the border, Thailand reaffirms its commitment to resolving issues through existing bilateral mechanisms, particularly the Thai&ndash;Cambodian JBC. However, at this stage, Thailand must adhere to the principles agreed upon at the GBC meeting: each side should maintain its current positions until the border area is genuinely safe from military provocations and landmines, which remain present.<br />
<br />
The Royal Thai Army understands Cambodia&rsquo;s need to communicate for domestic political reasons. Nevertheless, distortion of facts benefits neither side and risks undermining cooperative relations. The Army therefore urges the Cambodian government to communicate responsibly and based on truth.</strong></p>

<title><![CDATA[Foreign Media Witness Evidence of Online Scamming Operations in Thai-Cambodian Border Area ]]></title>

<description><![CDATA[<p><strong>The Joint Information Center on the Thailand - Cambodia Situation&nbsp;on 12 March 2026 led a delegation of 37 journalists from 18 foreign media outlets on a site visit to Surin Province to witness first-hand evidence of online scamming operations in the Thai-Cambodian border area.</strong></p>

<p><strong>According to a report from the Ministry of Foreign Affairs, during the visit, the foreign media had the opportunity to observe areas affected by the clashes between Thailand and Cambodia, and received briefings on Thailand&rsquo;s military operations, which had consistently been conducted in strict compliance with international law and international humanitarian law.</strong></p>

<p><strong>In addition, the delegation also had the chance to observe casino buildings and a scam compound in the Chong Chom border area of Surin Province. They were briefed on how the various buildings in the scam compound had been used not only for illegal activity but also as a military base for Cambodian forces.&nbsp;</strong></p>

<p><strong>This first-hand look enabled them to verify a few important points, namely (1) Cambodia&rsquo;s violation of international law through the use of civilian buildings for military purposes, and (2) the sophistication and industrial-level of the transnational criminal networks and the harm they inflict on populations both within and beyond the region.</strong></p>

<p><strong>This field visit provided the foreign media with the facts based on empirical evidence, reflecting the transparency of Thailand&rsquo;s actions all along. This is critical, especially when Thailand is driving international cooperation against online scams, to underline what is required to fight this crime: rule of law, strong law enforcement and an open society that creates awareness of this problem in order to ensure that the population is resilient and protected against falling prey to these dangers.</strong></p>

<title><![CDATA[Thailand Calls for Cambodia’s Sincerity in Advancing Survey and Demarcation of the Land Boundary]]></title>

<description><![CDATA[<p><strong>The Ministry of Foreign Affairs on 11 March 2026 issued a press release stating that Thailand underlines need for Cambodia&rsquo;s good-faith cooperation and sincerity in advancing the Survey and Demarcation of the Land Boundary between the two countries.</strong></p>

<p><strong>According to the release, the deliberate firing of a 40-mm grenade round by the Cambodian side into Thai territory in the vicinity of the Phlan Hin Paet Kon area, Kantharalak District, Si Sa Ket Province, on 24 February 2026 constitutes yet another clear violation of the Joint Statement agreed upon by Thailand and Cambodia on 27 December 2025, in particular: Paragraph 1, under which both sides agreed to an immediate ceasefire involving all types of weapons and to avoid unprovoked firing towards the other side&rsquo;s positions or troops; and Paragraph 6, under which both sides agreed not to undertake provocative actions that may escalate tensions.</strong></p>

<p><strong>This repeated pattern of intentionally provocative conduct by Cambodia, which endangers the safety of Thai personnel and escalates tensions on the ground, cannot be characterized as minor incidents. Thailand is therefore compelled to undertake provisional stabilization measures, with a view to minimizing the risk of casualties from any future incidents. Such measures are strictly defensive in nature and are undertaken without prejudice to the ongoing survey and demarcation of the boundary in accordance with Paragraph 3 of the Joint Statement.</strong></p>

<p><strong>With regard to the MOU on the Survey and Demarcation of Land Boundary (MOU 2000), Thailand recalls that the Cambodian side has, on multiple occasions, failed to comply with its obligations under Article V of the said MOU; for instance, Cambodia constructed a community market and Ta Om Equestrian Monument on land encroaching the Thai side of the watershed in the area of An Mah-An Ses point of entry, and also constructed its administrative building within Thailand&rsquo;s sovereign territory in Ta Phraya District, Sa Kaeo Province.</strong></p>

<p><strong>In this regard, Thailand has exercised the utmost restraint and lodged multiple protests since 2010, but regrettably these were not acted upon by the Cambodian side. The absence of cooperation and compliance from the Cambodian side stands in contrast to the Cambodian side&rsquo;s stated commitment to good-faith cooperation, sincerity and peaceful settlement of disputes.</strong></p>

<p><strong>Thailand reiterates its firm commitment to the mechanism established under MOU 2000 as the sole framework for the survey and demarcation of the land boundary between the two countries. Thailand takes note of Cambodia&rsquo;s proposal to convene a Joint Boundary Commission (JBC) meeting, and will respond in due course following the formation of the new Cabinet.</strong></p>

<p><strong>Thailand maintains that technical survey and demarcation activities on the ground cannot proceed while the situation along the border has not yet stabilized, and danger is still posed to the Joint Survey Team. Thailand hence calls upon the Cambodian side to move beyond verbal assurances and to implement concrete and verifiable measures to restore stability and ensure the safety of the relevant personnel.</strong></p>

<description><![CDATA[<p><strong>The Ministry of Foreign Affairs has issued a press release on 25 February 2026, calling on Cambodia to strictly respect and adhere to the Joint Statement agreed upon by Thailand and Cambodia.</strong></p>

<p><strong>According to the press release, the Ministry of Foreign Affairs has been informed by the Royal Thai Army that on 24 February 2026, at approximately 08:50 a.m., a 40-mm grenade round was fired from the Cambodian side towards Phlan Hin Paet Kon area, Kantharalak District, Si Sa Ket Province, while Thai troops were carrying out a routine patrol. Consequently, Thai soldiers were compelled to respond in self-defense by firing a warning shot, in accordance with the rules of engagement and fully consistent with international law.</strong></p>

<p><strong>This incident, deliberately initiated by the Cambodian side, constitutes once again a clear violation of the Joint Statement agreed upon by Thailand and Cambodia on 27 December 2025, in particular: Point 1, under which both sides agreed to an immediate ceasefire involving all types of weapons and to avoid unprovoked firing towards the other side&rsquo;s positions or troops; and Point 6, under which both sides agreed not to undertake provocative actions that may escalate tensions.</strong></p>

<p><strong>Thailand expresses its grave concern over this repeated pattern of intentionally provocative behavior, which could endanger the safety of Thai personnel and escalate tensions on the ground. In this regard, the Ministry of Foreign Affairs of Thailand has already sent a letter of protest to the Cambodian side regarding the aforementioned violation of the Joint Statement. It has also requested Cambodia to conduct a thorough and expeditious investigation into the incident and put in place effective measures to prevent any recurrence.</strong></p>

<p><strong>Thailand reiterates its commitment to resolving the situation peacefully through dialogue and existing bilateral mechanisms. Thailand strongly urges Cambodia to strictly respect and adhere to the Joint Statement with sincerity and in good faith, and refrain from any actions that could provoke further tensions, with a view to ensuring a lasting ceasefire and peaceful border between the two countries.</strong></p>

<description><![CDATA[<p><strong>The Ministry of Foreign Affairs on 23 February 2026 issued a release, stating that it had been informed of the apprehension of a fishing vessel together with its Cambodian crew, as follows:</strong></p>

<p><strong>&ldquo;The spokesperson of the Royal Thai Navy already clarified that on 22 February 2026, at approximately 9:30 a.m., a Royal Thai Navy patrol vessel conducting maritime security patrols in the coastal area of Trat Province, detected an unidentified fishing vessel with three Cambodian crew members engaged in fishing activities inside Thai territorial sea.</strong></p>

<p><strong>&ldquo;Thai officials then proceeded to board, inspect and detain the vessel and the crew. Preliminary examination revealed that the vessel was unnamed and without nationality; especially, no vessel registration documents or personal identification documents of the crew were found on board.&nbsp;</strong></p>

<p><strong>&ldquo;The Cambodian crew members admitted that they had been hired by a Cambodian entity to conduct fishing activities together with several other vessels, and were unaware that they had encroached upon Thai territorial sea. Subsequently, the vessel was seized, and the suspects were apprehended and escorted to Khlong Yai Multipurpose Port in Trat Province for further legal proceedings under Thai law.</strong></p>

<p><strong>&ldquo;The Royal Thai Government reaffirms its commitment to strictly enforcing maritime laws to safeguard national sovereignty and sovereign rights to protect maritime interests and maintain confidence among Thai fishermen. Thailand&rsquo;s action fully adheres to the principles of proportionality, the right of self-defense, and international humanitarian principles.&rdquo;</strong></p>

<title><![CDATA[Press Briefing on Developments of Thailand-Cambodia Border Situation, 18 February 2026]]></title>

<description><![CDATA[<p><strong>Mr. Panidone Pachimsawat, Deputy Director-General of the Department of Information and Deputy Spokesperson of the Ministry of Foreign Affairs, on 18 February 2026 at 11.00 hr provided a summary of the weekly press briefing at the Ministry of Foreign Affairs. The press briefing also touched on the issue of the Thailand-Cambodia Border Situation, as follows:</strong></p>

<p><strong>After the signing of the Joint Statement between Thailand and Cambodia, which led to the ceasefire on 27 December 2025, there are six updates on the situation, as follows:</strong></p>

<p><strong>First, the border situation has remained relatively calm. Local residents have been able to gradually resume their normal lives. Thailand has strictly respected and adhered to the Joint Statement. In the discussions with friendly countries, their message is clear. All welcome the ceasefire agreement and wish to see it sustained. They further expressed strong support for Thailand and Cambodia to return to the negotiation table.</strong></p>

<p><strong>Second, the bilateral mechanisms have gradually resumed their functions.&nbsp;</strong></p>

<p><strong>The Foreign Minister has held regular communication with H.E. Mr. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia.</strong></p>

<p><strong>In the military domain, both sides maintain regular and direct lines of communication between their Ministers of Defense and Chiefs of Defense Forces, as well as at the border and local levels, in line with the spirit of the Joint Statement.</strong></p>

<p><strong>These coordination mechanisms play a vital role in addressing urgent situations, verifying facts, and conveying concerns in a timely manner, thereby helping to prevent misunderstandings between the two sides. As already demonstrated, both sides have been able to promptly manage incidents which occurred along the border.</strong></p>

<p><strong>In the past 2 months, three formal meetings of the Regional Border Committee (RBC) have been convened in different border areas. These meetings have provided valuable opportunities for the local military of both sides to engage in substantive discussions on the management of the area with a view to sustaining the ceasefire. Although both sides could not yet reach consensus, this nonetheless already represents a positive development. The two sides have engaged in dialogue and will continue their negotiations towards a mutually acceptable conclusion. Negotiations on sensitive matters may require time while outcomes cannot always be achieved in one single meeting.</strong></p>

<p><strong>With regard to the issue of the land boundary, it is expected that the Joint Boundary Commission (JBC) will resume its work once we have our new Government formally in place.</strong></p>

<p><strong>Third, Thailand will respond appropriately with regard to actions inconsistent with commitments made under international law. For example, in the case of anti-personnel landmines, once such an incident takes place, Thailand is obliged to report and proceed within the Anti-Personnel Mine Ban Convention (Ottawa Convention) framework as a responsible State Party to that Convention.</strong></p>

<p><strong>Fourth, Thailand wishes to see a sustainable ceasefire. It is therefore essential for Thailand and Cambodia to work together in earnest to foster an atmosphere conducive to rebuilding mutual trust. The incoming Government of Thailand will further consider the appropriate way forward for the restoration of bilateral relations between the two countries.</strong></p>

<p><strong>However, at present, Thailand remains concerned that Cambodia continues with its provocative actions, especially by disseminating distorted information, making unfounded allegations against Thailand, and presenting false and distorted accounts to the international community and international organizations. These actions have taken various forms, including the issuance of press releases and official statements, as well as through other outreach efforts in multilateral fora such as UNESCO, OIF and AMM Retreat, for which Thailand has consistently monitored, responded to, and clarified the facts at all times and in every forum, including within the UNESCO framework. These actions by Cambodia are inconsistent with the Joint Statement, and undermine efforts to foster a more constructive atmosphere and for both sides to move forward.</strong></p>

<p><strong>Thailand therefore calls upon Cambodia to make full use of the established communication channels between the respective information centers of the two countries, which is a more constructive way to handle the situation. As agreed in the Joint Statement, the joint information centers serve as the primary focal points for addressing misinformation and disinformation.</strong></p>

<p><strong>In addition, Thailand urges Cambodia to exercise strict discipline upon its military personnel along the border to prevent any provocative actions that would run counter to the spirit of the ceasefire. As for Thailand, to date, we have exercised utmost restraint and strictly adhered to peaceful resolution.</strong></p>

<p><strong>Fifth, it has been the Government&rsquo;s top priority all along, to ensure the safety and security of the Thai people, while defending our sovereignty and national interests.<br />
On the diplomatic front, the Ministry of Foreign Affairs has continued to clarify the relevant facts to ensure that the international community receives accurate information across all relevant fora. In particular, it has underscored that Thailand&rsquo;s actions along the border are fully consistent with the Joint Statement.</strong></p>

<p><strong>This week, a delegation of the International Committee of the Red Cross (ICRC) is scheduled to conduct a third visit to the border provinces to assess the humanitarian impacts from the border situation. This reflects Thailand&rsquo;s transparency and commitment to complying with international humanitarian law.</strong></p>

<p><strong>Next week, the Foreign Minister will lead a delegation to attend the United Nations Human Rights Council (HRC) meeting in Geneva and have the chance to meet with several UN agencies there. This is an opportunity to reassure the international community of Thailand&rsquo;s commitment to the Joint Statement and peaceful resolution through bilateral mechanisms, while always upholding international law, including international human rights and humanitarian laws.<br />
Lastly, Thailand reaffirms its commitment to working hand in hand with the international community to combat the global threat of online scams at all levels, be they bilateral, ASEAN and global.</strong></p>

<p><strong>Last December, Thailand hosted an international conference on this issue and has actively advanced it at the AMM Retreat held in the Philippines last month. All participating countries expressed appreciation for Thailand&rsquo;s leadership and their readiness to further enhance cooperation with Thailand.</strong></p>

<p><strong>At the bilateral level, Thailand seeks to work closely with Cambodia to dismantle these criminal networks, as they have caused significant harm to Thai citizens. Thailand sincerely hopes that Cambodia will extend full and more tangible cooperation in this matter, in line with the public commitments expressed by the Cambodian Government itself.</strong></p>
