The Department of Highways (DOH) has suspended construction and reopened main traffic lanes on Rama II Road to ease travel during the Songkran holiday. The measure covers sections of the Intercity Motorway No. 82 project, where work has been paused following safety checks on recently installed structures.

Authorities said all main lanes in both inbound and outbound directions have been restored to improve traffic flow and reduce congestion as holiday travel increases. The temporary suspension enables safer, more efficient journeys along one of the country’s busiest routes.

After the holiday period, partial lane closures and traffic diversions will resume to allow continued installation of elevated structures. Adjustments will begin on April 20 at kilometer points 26 and 30+500, operating during daytime hours from 5:00 a.m. to 8:00 p.m.

The DOH expects to complete the remaining work and restore full lane access before the new school term in mid-May. Motorists are advised to check travel conditions in advance via the department’s 24-hour hotline at 1586.

The government has finalized measures to support public travel during the 2026 Songkran Festival, focusing on stabilizing transport fares and ensuring a continuous fuel supply nationwide.

Government Spokesperson Rachada Dhanadirek stated that the Prime Minister has instructed all relevant agencies to address public concerns about living costs and logistical preparedness.

Prime Minister Anutin Charnvirakul has called for coordinated efforts to manage safety, convenience, and energy resources. These measures are intended to ensure that citizens can travel to their home provinces with confidence without concerns about fuel shortages at service stations.

The Spokesperson noted that the Ministry of Transport is working with PTT Oil and Retail Business Public Company Limited (OR) to maximize fuel reserves at Transport Co., Ltd. (BKS) terminals nationwide. This reserve will support scheduled and supplementary bus services during peak travel. The government also confirmed that public transport fares will remain unchanged during the festival to ease financial pressure on the public.

To secure fuel logistics, the Department of Land Transport (DLT) is collaborating with operators to forecast demand and monitor supply routes. A real-time GPS tracking system monitors over 5,700 fuel tanker trucks to prevent delays or disruptions in fuel delivery to service stations along major highways.

The Ministry of Transport anticipates a significant increase in travel from April 10 to 19, 2026. An estimated 10.65 million vehicles will enter and exit Bangkok, and 15.89 million vehicles are expected on the expressway system. Public transport usage is expected to exceed 18.58 million passenger trips, a 10–14% increase over normal periods.

The spokesperson reaffirmed the government’s commitment to a safe and seamless holiday period. Travelers are encouraged to plan ahead to save time and ensure safety during their trips.

The Ministry of Public Health has launched the "Me & U" Mobile Environmental Medicine Unit in Chiang Mai to strengthen health surveillance in response to elevated PM2.5 levels.

The initiative provides proactive health screening and public education for residents in high-risk areas where dust concentrations have exceeded safety standards for several days. Chiang Mai serves as the pilot location before nationwide expansion.

Permanent Secretary for Public Health Dr. Somruek Juengsaman and Director-General of the Department of Disease Control Dr. Montien Kanasawat inaugurated the mobile unit at Suthep Municipality in Chiang Mai’s capital district, with support from local officials, regional health offices, and Chiang Mai University medical faculty.

The ministry has set a threshold requiring active health screening when PM2.5 levels exceed 75 micrograms per cubic meter for three consecutive days. Due to ongoing haze from northern forest fires, the mobile clinic has been deployed to expand coverage, focusing on vulnerable populations and areas with high rates of pollution-related illness.

The mobile unit provides exposure assessments, lung function tests, chest X-rays, and dry eye evaluations. Officials also educate the public on air purifiers, dust monitoring devices, and proper mask selection, and distribute KN95 masks, artificial tears, and allergy medication.

The DDC advises citizens to monitor their health during periods of high pollution. Residents can report elevated dust levels or health symptoms through the "Dust Spy" Line Official Account (@EnvOccLaw) or by calling the DDC Hotline at 1422.

Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn said the government will not amend contracts for the high-speed rail project linking three airports or the U-Tapao Airport development, confirming that both projects will proceed under their original terms. The deputy premier said any changes could lead to legal challenges from other bidders involved in the tender process.

Deputy Prime Minister Phiphat said the post-pandemic period has affected earlier projections, with passenger numbers expected to fall below initial estimates. Instead of revising contracts, the government plans to increase investment in the Eastern Economic Corridor to boost demand and support the usage of both projects.

Authorities, as part of this approach, are preparing to invite investors to develop large-scale entertainment and sports complexes in the area, with no casino operations included. Plans also include attracting major international theme parks to create new tourism destinations and increase traffic through U-Tapao Airport and the rail system.

Phiphat stated that once the new government formally delivers its policy statement, the Eastern Economic Corridor Office will begin engaging foreign investors in coordination with relevant agencies, advancing both projects into the construction phase and supporting economic growth.

The Excise Department is stepping up measures to prevent potential fuel shortages during the Songkran holiday period while supporting nationwide inspections of fuel stations and storage facilities. Authorities said strict action will be taken against anyone involved in hoarding or practices that take advantage of consumers.

The measures will run from April 6 to 17 in coordination with relevant agencies. Inspections are being carried out at fuel stations and depots across the country, while patrol teams have been deployed to monitor fuel volumes and help maintain supply amid increased travel demand.

Director-General Pornchai Thiraveja said the department is working with other agencies to oversee fuel supply, procurement, and distribution to ensure efficient and fair delivery. The department is also providing data support and assisting with inspections along major transport routes and at key storage sites to help maintain adequate reserves and continuous service.

Officials said patrol teams are monitoring compliance with regulations, tracking fuel sales, and watching for signs of hoarding or irregular practices, with attention on high-traffic areas and main travel corridors. The department said it will continue close monitoring and coordination with related agencies to ensure sufficient supply and take legal action against violators.

Thai PM Orders Crackdown on Fuel Smuggling to Cambodia

Prime Minister Anutin Charnvirakul has ordered strict legal action against those involved in smuggling fuel to Cambodia following the discovery of an illegal cross-border network. The premier directed the formation of a task force to investigate and arrest those responsible, warning that such activities would be treated as a threat to national security.

The order comes as the government considers measures to ease the impact of rising fuel prices. Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas has called for a review of refining and marketing margins to help lower retail prices, with proposals set to be submitted to the Cabinet on April 6. The review includes reassessing cost calculations and setting appropriate margins.

Officials are also examining pricing components, including a war-related premium linked to tensions in the Middle East. Authorities said some costs currently included in fuel pricing may not fully align with actual supply conditions, as refineries source crude oil from multiple regions.

The Ministry of Energy reported that Thailand’s fuel reserves are sufficient for about 3 months of demand, with additional supplies being secured. Global oil prices remain volatile, while domestic diesel production continues to fall slightly short of consumption. The Oil Fuel Fund remains in deficit as subsidies are used to manage price pressures.

Separately, Bangchak Corporation has produced an initial batch of 35,000 liters of B20 diesel, which will be distributed through depots and made available at service stations within April for use in large diesel engines.

The Department of Royal Rainmaking and Agricultural Aviation has deployed its fleet to address hazardous PM2.5 dust in Northern Thailand, focusing on Chiang Mai province, where air quality reaches hazardous levels.

Director-General Rachen Sillaparaya led a strategic planning session to address the "purple level" air quality index, which signals severe health risks. The department has set up a specialized weather modification unit in Chiang Mai and deployed five aircraft: two L410S, two CASAs, and one CN, to implement relief measures.

The department’s strategy includes dry-ice seeding and cold-water spraying to remove particulate matter and support cloud formation. Operations will follow a phased timeline based on meteorological forecasts. From April 1 to 3, 2026, teams will focus on cloud formation to absorb airborne dust. From April 4 to 6, as humidity increases, the department will prioritize traditional rainmaking to induce precipitation. Additional cloud seeding is scheduled for April 6-7 and April 11-12.

The team will also use cold-water spraying to break through thermal inversion layers. This method is most effective when the inversion layer is below 3,000 feet, allowing pollutants to be pushed away.

The Director-General stated that operations will continue until conditions improve. The department’s main goal is to restore visibility of the Wat Phra That Doi Suthep and ensure safer air quality for Chiang Mai and nearby provinces.

The Ministry of Public Health is utilizing drone technology in healthcare through testing medical drone deliveries to improve healthcare access in remote and island areas.

On March 29, 2026, Minister of Public Health Pattana Promphat visited Phang Nga Province to demonstrate the use of drones to transport medicines and medical supplies. The event at Koh Panyee Subdistrict Health Promoting Hospital was conducted in partnership with the Department of Medical Services and other agencies.

This initiative seeks to improve healthcare delivery by overcoming travel barriers in areas with limited access, such as islands and coastal regions. Drones enable faster and more reliable transport of medicines, vaccines, blood, and life-saving equipment.

Pilot testing is underway in marine, mountainous, forest, and urban environments, with southern trials in Krabi, Satun, and Phang Nga provinces. Early results indicate improved efficiency. In Krabi, delivery time decreased from 20 minutes to 5 minutes. In Satun, cross-sea transport took about 20-30 minutes. In Phang Nga, delivery times are similar to those of traditional methods, but drones provide more reliable scheduling without reliance on boat services.

The Ministry of Public Health will assess pilot results to develop a national “Medical Drone” model for delivering medical supplies to islands and remote communities.

Director-General of the Department of Medical Services Nattapong Wongwiwat noted that similar technologies are already in use in several countries. Thailand is developing operational standards with the Civil Aviation Authority, including designated medical flight routes and integration into healthcare benefit systems.

Testing in Phang Nga will continue until April 14, 2026, after which nationwide implementation will be considered.
