Thailand and Cambodia have agreed on five major issues during the first Special Meeting of the General Border Committee (GBC) between the two countries in Koh Kong Province, Cambodia.
The meeting was held on 10 September 2025 and was co-chaired by General Tea Seiha, Deputy Prime Minister and Minister of National Defense of Cambodia, and General Nattaphon Narkphanit, Acting Minister of Defense of Thailand.
The five issues are as follows:
1. A plan for the withdrawal of heavy weapons will be developed within three weeks by the Joint Boundary Commission (JBC) and the Regional Border Committee (RBC), with the International Observer Team overseeing verification;
2. A joint coordination group will be formed within one week to begin mine clearance operations in the affected areas within one month;
3. Both countries agreed to launch a joint crackdown on scam syndicates, with Thailand sharing data on over 60 locations for action by Cambodian authorities. A follow-up meeting between police officials is scheduled for 16 September in Sa Kaeo Province;
4. The JBC and RBC will manage operations on the disputed Ban Nong Chan area, while the provincial governors of Sa Kaeo and Banteay Meanchey coordinate directly to maintain stability. If effective, the approach will be applied to other sensitive locations;
5. Both sides agree to hold consultations on easing trade-related border restrictions in Chanthaburi and Trat. New crossing points may be opened for cargo transport, provided security is not compromised.
General Nattaphon stressed that safeguarding national sovereignty remains the top priority, alongside protecting the livelihoods of Thai people and businesses. No border crossings are being opened at this time and the progress of the issue depends on Cambodia's sincere implementation of the agreements.
