Thailand Pauses Implementation of the Joint Declaration between Thai and Cambodian Prime Ministers

Prime Minister and Minister of Interior Anutin Charnvirakul has instructed Minister of Defense General Nattaphon Narkphanit to pause the implementation of the salient elements of the Joint Declaration between the Prime Minister of Thailand and the Prime Minister of Cambodia on the outcomes of their meeting in Kuala Lumpur, Malaysia, on   26 October 2025.

The instruction was given at a meeting of the National Security Council, chaired by the Prime Minister on 11 November 2025. The meeting was called following the landmine incident in the Huai Ta Maria area, Kantharalak District, Si Sa Ket Province, on 10 November 2025.

The Royal Thai Army confirmed that the landmines that Thai soldiers stepped on in the incident were newly planted by the Cambodian side. This incident injured a total of four Thai personnel, with one sustaining a permanent disability.

The Ministry of Foreign Affairs issued a formal protest letter to the Cambodian side through the Cambodian Embassy in Bangkok on 11 November. Thailand will also file a report to the Secretary-General of the United Nations and to Japan, in its capacity as the current President of the Meeting of the States Parties to the Ottawa Convention, regarding this landmine incident, which constitutes a violation of a State Party’s obligations under the Convention.

The Thai side calls on the Cambodian side to (1) express their deepest regrets to the families of the injured, (2) conduct a thorough investigation into the matter, and (3) implement effective measures to prevent any recurrence in the future. And all of this must be done with the engagement of the ASEAN Observer Team (AOT).

Thailand has also paused the release of 18 Cambodian detainees, until and when the Cambodian side demonstrates accountability and sincere commitment to implementing the provisions of the Joint Declaration.

According to the Ministry of Foreign Affairs, Thailand will proceed to ensure that the international community is aware of the incident and the facts surrounding the incident, as well as its subsequent actions and position on this matter. The witnesses to the signing of the Joint Declaration, namely the United States and Malaysia, will also be informed.
